Opting between Clinical or Management are entirely different and hold no relevance to each other. If you are inclined to become a specialized Physician then opt for the M.D, but if you are keen to switch from the medicine field to Management then look for the MBA as this seems to be the best career option available with you.
There are several colleges for either courses, and to make it through to a good institute in either of the two, one requires to qualify and entrance as required my the institute where in you apply for admissions.

TU Braunschweig offer Masters in Aeronautical and Aerospace Engineering. Education in Germany is free. Some Universities charge a minimal amount of Euro 140 - 500 per semester. Living expenses come to Euro 740 per month. You also need to appear for GRE and TOEFL or IELTS to apply to German University.
Package can not be determined as it will depend on what kind of companies you apply to.
students are allowed to work part time for 90 full days or 180 days in a year. Also, a graduate is allowed to stay in Germany for 1 year to look for a job. Once you find a job you can convert your student permit to residence permit for taking gainful employment.

There are not many Universities which provide PhD Management through Distance education. However, few of the Universities which may give you PhD in Management through Distance Education are:
