Hi,
There is no exact thermal engineering course but a Masters of mechanical engineering- Thermal Science track available.
Some of the universities offering this course are:
1) University of Southern California
2) University of Connecticut
3) San Diego State University
4) University of Texas at Austin
In order to apply to these universities, you need to score atleast 75% and above in your undergrad, a 1200+ score in the GRE and 90+ in the TOEFL.

First of all I would like to clarify that no institute guarantees placements and more than the institute it depends on the student that how he/she performs on the program and how he/she uses the knowledge earned at the time of Job placements.
