1) Yes, if you have any relatives in Canada, they can sponsor your education. If they are immediate relatives, it is better, but even if they are far relatives, they can sponsor your education.
2) If the sponsor is a Canadian PR or citizen, your tution fee will NOT be reduced. It will only be reduced if you are a Canadian PR.
