To pursue a career as an ITO Officer, the Minimum education qualification required is a Graduate degree from a well known University. The age limit to apply for this service is from 17years to 27 years.
The admissions take place as per the rules of Short Service Commission. In order to begin with the procedure, You will have to go through the following:
1. Need to procure and fill the Application form as advertised in the various newspapers like Rozgar, Employment News etc. This advertisement is generally published along with the syllabus in the month of April.

Getting Jobs in foreign country would totally depend on the Job Scenario of the country, Saudi although, is a healthy economy but Non - Saudi nationals get jobs only in the areas where they have shortage of skills as in where they want skilled workers in the areas like teaching, IT, Healthcare etc.
Although, if you get a good amount of work experience in the field of your expertise and then plan to move to any foreign country, things would be easier.
