Advertising and PR is a very good course and has a lot of demand in the media world. Advertising field requires a lot of creativity and innovation. In advertising one has to do a lot of research in order to study the demand of the product in the market, then you need to design the advertisement according to the target consumers depending upon the age group, gender etc. Thus making the advertisement field more interesting and challenging. Now for PR i would say that it requires more of personality and communication skills, one needs to get his or her work done. Hi Rahul,
The officers of IC&CES are recruited through Civil service examination organized by UPSC.
There are two stages of Examination in civil services which you need to clear to get into civil services: Preliminary & Main.
Prelim: As the Prelim Exam pattern is changing now instead of subject Knowledge you have to focus more on areas like decision making skills, logical and analytical abilities and the knowledge in the services in which you want to pursue your career i.e. IC&CES. Since the preliminary exam is an elimination round the candidate should also learn to focus only on the information needed and filter out the rest.
Mains: the preparation of Mains should start at least a year in advance. Just because you have to prepare for Essay, GS and the two optional you never get enough time (to prepare for all these) Further, it is on the basis of your performance in Mains, on which mainly depends the final outcome of your efforts. You should think about appearing in the Prelims only when you have had a strong grip over the Mains' subject matter.

Although, as shiksha is an education portal which believes in giving unbiased opinion it would be unfair on our part to give our personal judgment on any single Institute but, I would say that while choosing a University, few of the things you should keep in mind are the recognition of the University, infrastructure, value in the Job Market, Faculty background etc.
So, Judge DU and other Universities on these parameters and you will have the answer. If you are looking at the length of the program, more important would be the value you gain from the program, even if it is 2 years long.
