You can surely opt for M.Tech. without giving GATE exam but it is highly discouraged.
As you will miss the best colleges in the country. Also there are exams conducted for M.E./M.Tech. by institutes like BITS Pilani and IIIT Hyderabad and both are like stalwarts in their reputation.
Otherwise almost all of the colleges admit you on the basis of your GATE score only.
The bes colleges for M.Tech. are almost the same as in B.Tech.
Just add IISc Bangalore to the top of the list as it doesn't have any UG program
After that comes all the IITs and DCE/NSIT IIIT Hyd. BITS Pilani and PEC TIT Patiala to name down a few.
