Firstly, you have not mentioned whether you want a correspondence program or a regular one. Secondly, are you talking about dual specialisation in HR & Event Management? Most of the regular programs do give Job Placements but, if you opt for correspondence there is no job placement.

All Government institutes, Government aided private institutes and UGC approved institutes have reservations for SC/ST/OBC candidates as per the rules fixed by Central Government. However, the private institutes generally would not have reservations, few of the private schools are: Babasaheb Bhimrao Ambedkar University Lucknow, University Institute of Management, Rani Durgavati Vishwavidyalaya, (M.P.), M S Patel Institute of Management Studies.

Hi,
If you want to change the field the best would be to go for full time MBA if you can not do a regular MBA go for a Part Time or Correspondence. A diploma is a short term course and could be an add on for those people who are in HR but are not getting promoted so to get on to the next level diploma can be a good Idea but as you want to change your field Best would be MBA.
If you want to go for Diploma then go for PG Diploma.
