Hi Raghu,
If you are interested in doing MS from germany then i can presume then you must be interested in mechanical stream only if this is the case then let me tell you need min 60% in graduation in TOEFL score of atleast 550 points however university might ask you for GRE but its not mandatory. You can try MS in Mechanical in these German universities :- 1. University of Applied Sciences Esslingen,
2. University of Siegen,
3. RWTH Aachen University,
4. Ravensburg-Weingarten University of Applied Sciences,
5. University of Duisburg-Essen etc.

Hi. Applying for admission in USA is generally divided into 2-3 rounds for International Students. Ideally, round 1 for most universities have their deadlines in October followed by the Round 2 deadlines in January and Round 3 in March. It is always recommend to apply in Round 1 as maximum seats are available in this particular round. As per your question you are pursuing BE in ECE and after that interested in doing MS from Singapore however you have not mentioned that in which field you want to pursue masters so presuming that you must be interested in electronics engineering only.
