In Germany Almost all higher education institutions are funded by Federal and State Legislations. German and international students who study in Germany are not charged tuition fees. However, there are some private institutions of higher education and some state institutions offering courses for which fees are charged which is very nominal.I would suggest you to kindly contact directly to the university for exact details on fees.
As far as expenses are concern You will require around 650 euro approx INR 35,000-40,000 per month,This amount covers housing ,food ,clothing ,study material and other expenses such as health insurance and leisure activities.
