You have a very good professional profile, so pursuing MBA would be the best option for you as it will further enhance your career prospects.
I would suggest that you should opt for regular MBA program, however if you do not wish to leave your job you may pursue MBA through distance education.
As you have 4 years of work experience you may also consider pursuing 'Executive MBA' program, the duration of executive MBA program is 1 year.
If you wish to broaden your international experience and gain exposure to different cultures, you may also consider pursuing MBA from abroad, US and UK are the best overseas study destination to pursue MBA.

As you say you have 17 years of experience in maintenance activities, I first suggest you to categorize your experience in segments. The entire experience might not be in the same kind of activity and hence what I mean is that you list out the broad fields you have worked in and then mark the number of years of experience in them. Then priotize then according to i) You personal interest, ii) according to your success in them, iii) according to the market as to which one is more in demand in your area / state or at the place you want to work. You can then zero-in further by combining related fields so that you arrive at a list of just 3 facets. Now try to add soft skills related to those fields such as written comunication skills, budgetary & costing skills, appraisal skills, skills for doing root cause analysis etc. Acquire such skills or enhance them further as you must already be having them. Make a new CV highlighting such skills with your hard core experience. In your existing work try to handle administration related issues. Analayze each problem scientifically and make habit of writing. Try to get a new job which gives you increased responsibility even if the organization is smaller than your existing one.
