It depends on the type of VISA you wish to apply. If you are applying under SPP Category I.e. For colleges, then the VISA officer will check each and every point seriously. Even your IELTS score of 6 might create a problem. If you are applying for visa under the normal category I.e for university then you might have a chance.
By the end of the day, it totally depends on the VISA officer who access your file.

UK is one of the best country to pursue higher education. This doesn't mean that all universities in UK are good. There are lot of things that are to be considered before proceeding ahead. Before that you have to do a lot of research about the universities for which you wish to apply. As per the present scenario, UK post graduation work permit and immigration rules are not so good for an outsider. I would suggest you to have a look at the immigration policies as well because if you are going through Education Loan then you need to work there for some period of time in order to repay the loan.

With 70% in Bachelors degree why do you prefer PGD. Definitely you can get into Masters program as 2 backlogs is not an issue at all. Try to score 6.5 in IELTS with no band less than 6. You will definitely get in some of the reputed Universities in Canada.

A PGDM is given by a college affiliated to the AICTE whereas an MBA is given only by a University. Both are considered as equivalent in India; what matters more is from where are you pursuing it. For example, a PGDM from a reputed B-school is any day more valuable than an MBA from an average one, and vice-versa. Ideally, one should try to go for an MBA since it is more recognised than a PGDM.
