As B.Tech is a 4 Years degree and GRE preparation would not require more than 2 to 4 moths so, ideal time would be after appearing for your 3rd year's Examinations. However, as every person is different so is his/her capabilities and cpacity to grasp so, keeping these factors in mind you should make a decision that what is the right time to start preparation for you.

As you have not got a very high rank , it would be difficult to get into one of the top IITs, however on the basis of last year's cut offs few of the branches which you may try are: Design in IIT Guwahati, Architecture in IIT Kharagpur & Roorkee, Pulp & Paper Engineering in IIT Roorkee, Minning in IIT Varanasi etc. As current years cutoffs are still not available it would be difficult to give you the most updated information.

Different Universities will have different admission procedure for Lateral Entry students. Few of the Institutes like Jaypee, IIT etc. will take entry through AIEEE or IITJEE in case of IITs, in such cases there is no different Exam date, whereas the Institutes which take a separate Examination for Lateral Entry students may have a separate Exam Date.
