As far as job opportunities are considered B.Tech would have an upper hand if done from a reputed institute like IIT, NIT, Lovely professional University, SRM university etc.But if you would like to go for Higher studies and you don't want to pursue engineering you can choose B.Sc. . It will be a time consuming process then.

Yes definitely one can prepare for Civil services after graduating with B.Tech in Computer Science. For IAS examinations you should be a graduate in any field and they are the gone days when students used to take arts for preparing IAS. You should better select a course in which you can perform better. Also select a university which offers quality education as this will be very useful for your examinations. Also if you go with B.Tech CSE than you will have alternate jobs while preparing for the exams.

From where you are going to do your masters depends on what results you have in B.E and in which university you want to get admission. Going for masters terms that you are master in your relevant specialization hence choose a college which has good overall ranking and emphasizes on practical education. Robot making majorly consists of Artificial Intelligence which comes in Computer science branch. If you want to develop a robot, you need not to worry about mechanical, designing etc aspects of it.
