You need to give GRE And Toefl.Some Universities which offer Phd in Bioinformatics in Germany are University of heidelberg and University of Regensburg.For further details i would suggest to check for the entire admission details and the financial supports, from the respective Universities or Institutes. Also let me tell you your admission will be purely based on the university.

As per my knowledge, 55% is fairly on the lower side to pursue a diploma in accounting from this university. I would recommend mailing the admissions department of the university directly inquiring from them whether you are eligible to apply for the diploma having a percentage of 55% in your undergraduation. Also, your degree is a 3 years degree. As per the university, a 3 years degree is not acceptable. Kindly confirm the same with them as well.
Regarding IELTS, you would have to score a minimum band score of 6.5 with a minimum score of 6 in each section.

I would like to say that Mass media is a very broad term and has a lot of categories such as Marketing, journalism, Advertising etc. and all these are practical fields. Now as you want distance learning institutes, i would say that the possibilities of good distance education institutes can be less as Media being more of a practical field requires a lot of practical knowledge and exposure but this wont be possible in the case of distance learning.
