Well you may go for Hotel Managements program from germany however let me tell you its certainly not a wise decision because for hotel management programs Switzerland is the best option there are world class hotel management institutes who trained you professionally well in all the aspects of hotel management.
However you may try hotel management course from Hotel Management School of Hamburg, Berlin Hotel Management School as these are the good options however most the the program is taught in German language so proficiency of german is must inorder to take admission kindly contact the institutes directly to know more about the admission.

As you mentioned that you have done your B.E, and in the curriculum Java is covered but not to the complete depth and if you are keen to pursue a career in this Java only, then you should definitely opt for SCJP course and yes NIIT is among the leaders in IT training in India so you can definitely opt for it.

IAS is a tough Examination and highly competitive, so you need to start working on the preparation of IAS at an early stage. However, as every Individual is different and so is his Capabilities, it would largely depend on your individual capacity that how much time you will take to prepare. An average student would require at least an year to prepare for IAS prelim so, keeping in mind all the factors you can decide on what would be the right time for you to start your preparation.
