Since you are interested in IPS, i would like to say that in order to become an IPS officer you have to give UPSC exam. Their are two stages that you need to clear- preliminary exam and main exam. In order to prepare for UPSC the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. For your preparation i would suggest you to first join a good coaching center so that you have the relevant study material to start your preparation. Now lets come to the most important part that is self study which is very essential as IAS or UPSC exams are not that easy to crack and to crack the exam you really have to prioritize your time. For self study you can start with reading newspapers and books related to current affairs and Gk, if you want you can refer to Manorama Year book which is one good book for GK and current affairs.

MTA USA recently has a tie up with ATMA to provide market technician course so, Although the course will validate the education and certification of market professionals but, as it is a very recent tie up just few months old, how much result it could yield from career prospective it would too early to comment on that.
I would suggest you to opt for certifications like CFA, CPA or the ones provided by NSE.
As far as the Salary package is concerned it is really a subjective topic and as every individual is different so is his capabilities and capacity to perform so depending on your performance on the program and how you use the knowledge earned your package would vary.

1.5 years experience would not be good enough to pursue MBA from a good university in Europe. If you want to pursue your MBA from a good university, you would need atleast 4-5 years of work experience. However, having next to 2 years work experience by August 2011, you are eligible to apply in most universities but admission would be tough.
Cost depends from university to university and location to location. You should have an average expenditure between 20,00,000 Lakhs to 35,00,000 Lakhs depending on the university and its location.
Regarding placements, it is very much a university specific question and i can comment on the placements only if you give the names of the universities you want the placement information for. On an average, placements are not very good in Europe these days.
