Since you are interested in UPSC, i would like to say that their are two stages that you need to clear- preliminary exam and main exam. In order to prepare for UPSC the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. The best time to apply for SAT would be right now as admission for Sep 2011 have already begun and will end sometime in March/April depending from university to university.
Regarding the procedure, what kind of details are you seeking? Are you seeking details of the online application procedure or some other procedure?
