You can shortlist a few universities as per your profile, which includes academic grades, test scores, research work and extra curricula and check the university requirements. It is pretty much like a job search.

I would suggest doing B.Sc. As nowadays, IIMs do not prefer B.Tech or BE degree holders.
Even there might be a discrimination against you during the interview due to an engineering background, but it's okay if you want to make your career in the IT field, all you need to do is have some work experience. Else, I would suggest you one more thing, if you are capable of doing your graduation from Germany then you will have a chance to get the job in Germany after graduation. If you want to stay in India go through B.Sc and meanwhile prepare for CAT as well.

The best country to pursue Masters in mechanical is Germany. However, Canada and Australia are good as well. Both have equal opportunities. If you want to make a choice between these two, then I would suggest Canada. As it is cheaper and jobs are relatively more in Canada. Their Master's program have Co-op option, wherein you get a semester to work and gain experience. This is part of your degree to work for six months.

Germany is best for two reasons. Firstly, the standards of education is world class and secondly, the degrees are inexpensive in comparison to the most sought after destination of USA. You do have good chances of getting work visa as well.

It depends on your study schedule, if you have taken commerce in 11th and 12th then you will not be having any problem in scoring good in B.Com because you may get financial accounting and other subjects in this course. The topic can be quite debatable. Whenever you refer to a ranking, do check the methodology they use, you will find the factors. Second, Canada as such do not have an official ranking system and do not encourage ranking too. So, different countries have different requirements and protocols and different ranking leagues follow different norms. Also be aware, few of them are paid.
