Hi,
A college and MBA can be considered good if it offers good placement and quality teaching. IBM has got a rank of 121 and if you look at IIMS and XLRIs, IBM is not a good choice. But, if there are no other choices you may go for IBM.
Have you appeared for CAT, MAT or CMAT?

Hi,
To make career in banking, you can do B.Com or BMS, which are mostly preferable, but it is not the only option. You can get job in banking sector with a Bachelor degree in mathematics, statistics or economics.
If you want to do some professional course in banking sector, then you can go for CFP, PGDM and MBA after graduation.

Yes, after cracking UPSC prelims and mains with good marks, you are eligible for personnel interview. As per my knowledge, if you crack the interview, you will be an IAS officer. You have to study very hard for that. Your world should be limited up to you and your studies.
Best of luck.

There is no minimum percentage requirement. You should only have a degree certificate from a recognized institute. That's it. Generally the UPSC board doesn't give preference to academics. Its purely based on marks scored in UPSC exam.
