If your degree is a 3 years degree, then you are not eligible for any of the programs for which you want to apply as the requirement in major universities in USA is a 4 year degree or equivalent.
You can target some universities in UK and Australia and can directly apply for the Masters program. Even though you may be eligible for PHD program also directly depending on the university and its acceptance criteria, it would still be recommended for you to pursue your masters first and then apply for PHD.
