PGDM expands to Post Graduate Diploma in Management, the confusion starts when you see the term Diploma. Many students are of the view that it is a Diploma course and not a Degree; you are right to an extent that it is a Diploma. The main reason why postgraduate courses are named as PGDM is because when an Institute is an autonomous body (meaning it is not affiliated to any University) and conducts management courses then such Institutes cannot offer MBA degree.
Colleges which offer AICTE approved courses will also offer PGDM not MBA, for example XYZ College is affiliated to ABC University they offer MBA course affiliated to that University, the same college is offering AICTE approved course it means they are offering PGDM which is not linked to ABC University.
Typically if any PGDM is to be equivalent to MBA then the course duration should be 2 years, a 1 year PGDM will not be equal to MBA course.
MBA - A two year management degree expands to Master of Business Administration, only Universities can grant MBA degrees. It could be foreign university or Indian University.
Only universities can offer MBA degree.
MBAs are more affordable: In compared to PGDM, generally MBAs are more affordable as the fees is almost similar to university standard.
Main difference is An MBA will help in developing technical skills and business knowledge whereas a PGDM will prepare graduates for senior level positions in industry and paves the way for a strong corporate career. Hence, if you're looking for a career in the challenging area of management, you should go for PGDM.

With such a tight job market, I don't see you competing for just any type of marketing position, including public relations, which requires a special skill set of knowing how to work with the media and oftentimes requires the practitioner to produce work similar to a journalist's. Advertising might be your best option because this discipline accepts a broader range of majors into its ranks. If you pursue the advertising route, you need to leverage your knowledge of historyJoining the American Marketing Association also would be a good idea. AMA membership would give you an appropriate organization to list on your résumé and give you access to numerous resources. If there is a local AMA chapter in your city, then you would have regular meetings to attend where you could network with marketing professionals, learn about job openings and continue your marketing education.

Glad to know that you are so concerned about the future of your brother. But according to me, 9th class in quite a tender age to enrol into IIT JEE courses. The courses of IIT JEE are specifically designed for students who are currently in the 10+1 or 10+2 as it coincides with the syllabus. Most institutes to earn more business, try to introduce this right from the 9th class. Hence, students are unable to understand the concepts properly, which in turn, discourages them. They also get pressurized by the huge syllabus of school as well as those of the IIT JEE institutes. Your Brother can opt for these courses after completing 10th.
As of now, all you can do to secure your brother's future is ensure he understands the concepts properly. Make sure he doesn't just gulp in the notes provided by the teachers and vomit the same in the exams just to score marks. Interact with his teachers and tutors to find out how good is he at understanding those concepts. Also this will help you and your brother analyse which stream interests him and he can take admission in that particular stream accordingly. Because an engineering course requires an innovative mind rather than the one which just craves for ready made notes.

You should try a good coaching center for CPT preparations as they plays a very important role in determining our result. Solve the 2 modules that ICAI provides. Try solving all the questions in our material. Buy a CPT scanner and solve it. The more you practice the more is your chance of achieving CPT. Your hardwork and luck will determine your result. Try to get in the December attempt itself because lot of changes are to be introduced in CPT in 2016. So because of this the pass rate may sometime increase.
