no there is no need to take a drop
as your marks are 60 in ur firsr attempt of jee
i don't think that u can improve yourself upto an iitian level.if marks were >100 then i would prefer u to take a drop.nd i will suggest u to not go kota,as it is too much expensive,it will nearly cost u about 1.5-2 lakh for 1 year preparation there.rather than kota if u r desperate for IIT do coaching nearby ur home.

Yes, as per low percentage in +2 your rank in JEE Mains gets affected. If you want to opt CSE, you should head over to private colleges of your state. All the best for future.

IELTS is preferred over TOEFL.in Europe. But, you cannot apply directly after 12th since German universities require 13 years formal education. You can clear IIT JEE advance or complete the first year of a bachelor's degree program here in India as a pre requisite. Visit daad website for more details.
