Abroad is much expensive as medical studies are costly in abroad however in India its comparatively cheap also you can take an education loan to pursue higher studies . so plan accordingly as abroad living and studies are not very cheap.

To write the IAS exam (Civil Services) the minimum eligibility is to be a graduate degree holder from a well recognized University.
