In germany almost all higher education institutions are funded by Federal and State Legislations. German and international students who study in Germany are not charged tuition fees. However, there are some private institutions of higher education and some state institutions offering courses for which fees are charged.

Hi,
Admission does not solely depend on your percentage. Even though your percentage is a little on the lower side, you can get admission by scoring exceptionally well in the GRE and IELTS. Also, if you frame a good application including a good SOP and excellent LOR's, admission would not be a problem for you.
