1) Noone can count how many students appear for the GRE except for the people at ETS.
2) Scholarships depends on your application which would include your essays, letters of recommendation, your percentage as well as your score in the international standarized tests(IELTS and GRE if applicable).
If you have impressive credentials which exceed the university's expectations, you would get a scholarship without any problem. There are plenty scholarship opportunities available.
You can look into the scholarship offered by TOEFL for Indian students. Once you take the TOEFL and score 100+, you would have to submit a scholarship essay and if

I cannot tell you whether "THEY" provide scholarships or not because you have not mentioned any university's name whom i can consider as "THEY".
To answer the second part of your question i.e. on what basis is the scholarship granted, it is granted on the basis of your overall candidature including your test scores, percentage and work experience(if applicable).

You must score good marks in 12th for Physcis,Chemistry,Biology and Maths with an aggregate of 95%. Entrance exam also 98%. So that you can get an good admission in the best engineering colleges in Automobile.
