Well there are many institutes in India which are offering Airline courses but as you have not clearly mentioned as to which course you plan to specialize in knowing that Airline/ aviation is a huge industry, providing any specific information would be difficult.

for become depty collector and assistant commissioner you have to pass UPSC exam.
after training you will get first posting as depty collector (for IAS )and assistant commissioner(for IRS & IPS).
so at first prepare for upsc exam.

to become a deputy collector u have to pass graduation nd then after u hav to appear in IAS exam conducted by UPSC. After qualifying this exam u will become deputy collector and after getting permotion u will become assistant comisner.

Well as per your interests, commerce definitely does not seem to be a good career option, instead you can opt for some Hotel Management courses like Bachelor in Hotel management or so.
