Hi Suhail,
If your friend wants to take admission in second year in a different University, the possibility is really low as in India we dont have a transfer system. However, as every University has its own admission criterion he may try in few of the Universities by contacting them directly.
One more thing which I would like to add here is that if he is a very bright student the scenario may change for him as every University would want high scorers.
