You have not mentioned the course for which you want admission. As for B.Tech you need to qualify JEE Mains and a good rank in the exam can fetch you a seat, for M.Tech you need to have a good rank in GATE for different courses offered there are different entry scheme.

Yes, you can appear go for those colleges which take admission on merit basis but I don't think you be able to get B.Tech or not but you can get B.Sc on the basis of 12 marks only.

Firstly, you must score a good percentage in your B.Tech CS branch. Especially above 8 CGPA. You must have talent along good academic score. It totally depend upon yourself that how you perform in your job interview, written test and the group discussion round. Have you completed your B.Tech? Or you are pursuing it. The scope is very good in job perspective for a CS engineer. Just focus and have skill, talent in your self. And mainly the confidence you must keep at every situation. Just believe in yourself. Do not filter location when you are looking for best Universities for MBA. MBA is more about the experience rather than education. The focus of all the good MBA programs is on leadership development, teamwork, peer learning, problem-solving, case analysis, gaining the right business insights, building effective communication skills, presentation, and interpersonal skills, etc. Make sure that you opt for a university that is reputed, UGC approved that provides good industrial exposure.
