Hi ,
UGC Regulation 2009 had several notifications with reference to several categories with several regulations.If you are referring to the announcement pertaining to NET/SLET exemption then since you registered your PhD in April2009,it seems that you will not have to sit for NET/SLET exam unless further amendment is announced.

You can join a regular MA Journalism & Mass Communication course from Osmania, Manipal, Nitte, Jamia, Amity or SIMC. Distance won't help because technological skills and aesthetics can fully be taught and practiced only in a regular classroom.

In order to pursue MBA, you need to have:
Good academic record, preferably 50% plus in graduation.
Relevant undergraduate degree form recognized university.
Plus you need to appear in various management entrance tests like: CAT, MAT,XAT etc.

CA and CS both are very good courses. However, the scope of CA is more as compared to CS.
The first step for enrolling for CA Curriculum is to enrol for CPT. CPT is the first stage of CA Exams.
You can appear for CPT after appearing for your Class XII Exams. CPT Exams are held twice every year in the month of June and December
