HI Amar, to pursue MBA at Monash univ an applicant needs to have 3 yrs manageriual work ex. IELTS 7.0 min or TOEFL - 100 min.
Documents required to apply for admission- Class 10 and 12 marksheets and Passing certificate, sem wise or year wise marksheets, degree certificate or provsional certificate, Statement of Purpose, Letters of Recommendation(2), Work experience letters from all employers, CV, A copy of your passport(1st and Last Page), IELTS can be submitted later on if not already written. The documents need to be certified by the notary or by the authorised representative of the University.

As Shiksha is an Education portal which believes in giving unbiased guidance it would be unfair on my part to give my personal opinion on any particular Institute. However, Kumaon Engineering College is a decent Autonomous Institute which provide different Engineering programmes which are AICTE approved.
Further, I would like add here that few of the things which you need to keep in mind while choosing you institute are: First and foremost the recognition of the Institute (the institute must be recognized by UGC or AICTE), Secondly, the course curriculum and the study material, the infrastructure, the faculty(their educational background), the placement, last but not least Institutes reputation in the job market for which you should visit the institute and try and talk to the current batch students and get few of the alumnae contacts as well. This will give you a real picture about the institute.

HI Fazal, before you apply for any course I would like you to know about studying for Bachelors in Germany.
Engineering in Germany at bachelors is 4 yrs in duration. Indian students are eligible to apply for a bachelor programme if they fulfill one of the following criteria:
I. Successfully completing the first year of a bachelor programme from a recognized university in India in the relevant subject field.
II. Successfully clearing the IIT Joint Entrance Examination for admission to courses in technology and natural sciences.
III. Passing the qualification assessment examination in Germany, called Feststellungspruefung
Also, the univ of Hamburg does not offer this course. But you can for sure refer TU Hamburg-Harburg
