No, a B.Com Graduate can not opt for M.Sc in Computer Science. However, if you had commerce with Math till +2 and in your graduation as well, you can opt for MCA.

When you have got offer letter from College or University you need to apply for student pass. And its the college or University that you have offer from will help in doing so. And it can take about 4-5 weeks compared to the usual of 2-3 weeks.
did you ask for duration of course? UG - 3 yrs. Engineering - 4 yrs. PG - 2 yrs and varies.
Expenses - approximately 10 lacs including living expenses.

Although, it would be difficult to give you any concrete list of Universities providing M.Tech EC but you can try with some state level Institutes like JNTU, Delhi Technological University, Gujarat Technological University, Deenbandhu Chhotu Ram University of Science and Technology, Bangalore University, Cochin University etc. Moreover, you would get the college depending on your rank and not on your scores.

Although, Shiksha is an Education portal which believes in giving unbiased guidance, it would be unfair on our part to give our personal opinion or judgment but, IGNOU and Annamalai University are two of the oldest Universities and are well received by various industries.
