Hi,
it would be very difficult to make it to the top 30-40 with 50% and 1220 GRE. Since your percentage is pretty much on the lower end, you need to retake the GRE and target a score above 1450 atleast to qualify for admission in the top 40. Atleast 75% is required by such universities in UG. If you cannot retake the GRE, kindly re consider the university rankings and look for a university that matches your requirements.

To get admission in a decent university in USA for Masters in computer engineering, you need to fulfill the following requirements:
1) GRE Exam: Minimum score 1000, preferable score 1200+ if you want to make it through a good university.
2) IELTS: Minimum 6.5 band score/TOEFL score: Minimum 90
3) Undergraduation percentage must be 70% and above. In your case, you would have to score very well in the GRE to cover your low percentage if you want to apply to the best colleges.

In case you want to do MBA, you can take admission in LPU. LPU offers Scholarship based on marks in Graduation or 10+2 or Score
in CAT/XAT/ MAT. Brief of the fee / scholarship is as below:
In case %age is between 70% - 79.99% (In garaduation or 10+2) or percentile in MAT (80-89.99) / CAT / XAT (70-79.99) then fee is Rs. 44500 per semester.
