Each and individual IIMs have separate cutoffs for their private institutes. Even though after qualifying through each and every sectional cutoff its more likely that you need to score more than aggregate percentile. Going from the past data of 2014, we had sectional cutoff of 60 percentile each in Quants and VALR at IIM Udaipur for SC category. Aggregate cutoff percentile was 75 for the categorized students. The various cutoffs for different institute can be searched online.

The sectional cut off of xat 2015 was :General Quota:
XAT:Minimum of 83.95 in Verbal Ability, 51.40 in Quantitative Ability, 32.77 in Reasoning & Decision Making Ability and Minimum of 70 percentile in the Total Score.
CAT: 69.84 in Quantitative Ability & Data Interpretation, 69.73 in Verbal ability & Logical Reasoning and 75 Percentile in Total Score.

Different people will have different opinion for that. Many would say IIT, NIT, Bits or may be some other 'branded' college. I have not been to any of these colleges, so I can't tell about the facilities they give. As far as my college is concerned, several facilities are available, be it old school laithe machines or be it as new as 2 axis CNC machines. We have well equipped cad labs where you can learn some of the most wanted softares like CATIA or ANSYS, etc. The professors are really learned and helpful. Both have an equal weight age. No priority on any of these exams. CAT has 70%le cut off while MAT has 600 score cut off. Once you cross the cut off in either of them, you would be eligible for admission process (taking into consideration minimum of 50% in degree). These scores are just a criteria to be called for the admission process.

No B-School will guarantee 100% placement. But, as far as we have seen, the placement has been 100%. People who opt out of placements are not a part of this 100%. Not much to worry about, in case of placements.
