You may first have to clear the Civil Services (Preliminary) Examination [CSP] before taking up the main exam of the UPSC for IPS.
About syllabus, you may please check the following link, which can give you the information, which type of knowledge you require for clearance of the preliminary exam and what type of books for competitive exam you may have to pick up from the open market. The books for competitive exams are available in plenty in the open market, but you may have to use your own wisdom in selection of the books to suit the nature of syllabus.

IT courses : RWTH Aachen, FU Berlin, HU Berlin, Chemnitz University of Technology (has a variety of specialisations).
All of the universities suggested above are reputed and well recognised in Germany.
The application and admission process takes about 9 months so youneed to plan accordingly. Thedeadline for Sep/Oct intake is in Jan and for March /Aprilintake is in July. Hence, youwill need to make an early application.
Once the University receives your application they may takeabout 3-4 months to inform youof the decision. Not all Univmay intimate you if your application is incomplete, hence it is your duty to ensure thatyou send all the requested documents in one go to avoid anylast minute issues.
If you do not want to apply directly or are apprehensive youtake help from UNI ASSIST. they charge Euro 55 for their service of applying to 2-3 univ.And additional Euro 15 per univ.
