Hi Raj,
Almost all higher education institutions are funded by Federal and State Legislations. German and international students who study in Germany are not charged tuition fees. However, there are some private institutions of higher education and some state institutions offering courses for which fees are charged which is very nominal however if you able to get DAAD scholarship then its free.
You will require around 650 euro approx INR 35,000-40,000 per month,This amount covers housing ,food ,clothing ,study material and other expenses such as health insurance and leisure activities. As a international student you are permitted to work

If you are interested in studying in germany and that too at TUM then let me tell you if you able to get the DAAD scholarship then education is free however fees is also nominal approx 500 Euro / semester (Note-Kindly contact the university for further details). Graduation tenure is 3 years in India as well as in Abroad you may not get 1 year graduation degree anywhere, so you have to do 3 years graduation then only you are eligible for masters program or further education abroad.

Hi,
In order to appear for IAS you have to complete your graduation from a recognized university and as you are pursuing B.Tech, i would suggest you to start your preparation from your 3rd year as that will be the right time for you to start the prep so that you dont deviate from your graduation as graduation is must. I would suggest you to join a coaching center along with that you yourself have to study a lot specially GK and current affairs. If possible refer to Manorama year book for GK and current affairs.
