To pursue IAS you need to qualify the UPSC exam and for this the minimum educational qualification is a Bachelor degree from a recognized University i.e. even Homeopathy is an eligible degree. But if you plan to take Homeopathy as the optional subject to write your UPSC exam, then you need to reconsider as there is no such subject offered by UPSC.

If you want to do your MBA only from IIMs then you not only need to clear CAT with the High percentage but also need to be strong in every field be it Academics or extracurricular. Apart from this once you get a call from IIMs on the basis of CAT you also need to clear GD & PI. So, you should keep all these factors in mind while planning for your MBA through IIMs. However, there are several good Management Institutes which accept other Entrance Examination or have their own like XLRI, Symbiosis, and Narsee Moonjee etc. So I would suggest that you should appear for these entrances as well so that you have more options in hand

55% is fairly on the lower side as per the university's requirement. Please mail the admissions department of the university directly inquiring about the same with them. If they respond back positively i.e. they consider you eligible, then you can go ahead and apply, else look for some other university. You can find the email address of the admissions department on the contact us page of the university.
Hope my answer has solved your query. If it has, kindly mark it as best answer.
