Hi,
You are very much eligible to apply for the engineering disciplines that you have mentioned. With regards to Mcgill University, i think the GRE score would just make you eligible to apply but is not good enough to get admission. Its better if you send your profile to the university and ask them for a review. If they find your profile interesting, they would give you a positive response.
It would be best if you apply for EE as you have a background in the same field. However, you can apply for the other disciplines that you have mentioned as well. There will be no constraints.
