Hello Niranjan,
Yes, you can take admission in arts side subjects/course. government colleges pass cut off which is kept higher always. You can also look private Colleges, they do not have cut offs but there is eligibility criteria usually 60%.
You can choose any college (private/government) for starting your graduation.

Delhi University is better than Bennett University. Delhi University offers various courses in different departments. Delhi University gives you more exposure.

Improvement exam has been designed or provided to enable a student who has passed already to seek improvement in his marks. Normally a student has to apply almost immediately after the declaration of results. Please approach your school immediately after the declaration of results.

1st cut-off was very low (around 100 for non-Delhite and 160 for Delhites). But third cut-off was gone upto 600. Many seats were unfilled, thus in spot counselling the cutoff rank for general category for CS in USIT was 1980. For outside Delhi, the cutoff was stuck on 180 on third round. If you get rank around 1000, you must try spot round as there is no difference between a Delhite and a non-Delhite in spot round (only rank matters).

There are very low chances that the college will give you migration certificate. In case your college is ready to give the migration, check with the Mumbai University about the lateral entries. As far as I am concerned, the university does not have an option for lateral entry.
