As clearly stated by Pooja Kohli , i would support to her suggestion and would state that as the options are rare to get similar kind of programme as mentioned by you, I think studying in India would be a better option however, you can later take up further specialized programs of higher level.

Recruitment to IPS( Indian Police Service) is done through UPSC Civil Service Examination. It is a 3 phase examination consisting of Prelims, Mains and Interview. Prelims consists of 2 papers General studies, CSAT: Mains consists of 9 University type long Answers questions comprising 2 papers of General Studies, 2 paers each of 2 optional subjects one paper of essay, and 2 qiualifying papers of Indian Language and English. As correctly mentioned by KA.Mahalakshmi, there is a ample general knowledge required to crack through the civil services exams successfully but other than this your general studies i.e. the education that you have recedived in your school levels is also very important, hence one requires both the GK and also your basic education.

Hi Mohamed,
Generally Senior Secondary has to be recognized by a board like CBSE, ICSE etc. as the name suggest University Grant Commission (UGC) is for Colleges and Universities, so if your senior secondary is not through a recognized board then it would not be possible to get admission in graduation in a full time University or College. However, you can check with the correspondence or distance education Institutes. As suggested by Priya you can opt for Open universities or else there are several other Institutes which you may consider.
