You must follow the online application portal of Kutztown University for applying. You will require Official transcripts from previous colleges or universities , 3 letters of recommendation, GRE and IELTS or TOEFL scores and ( which you already have). You must submit your GRE and IELTS scores through ETS to Kutztown University. You can separately apply for financial aid included in the online application portal.
To enroll for the next Fall semester, you must submit the completed application file by Aug. 1

Hi Venkatesh,
The eligibility criteria for Ph.D varies for every institute. However the basic requirement is a Masters degree or an equivalent degree in the relevant discipline. However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two Research Publications for the Ph.D programs. Some also require work experience of a couple of years.

Sorry buddy I can't tell you the exact marks which you need to score I. Order to qualify in Ibs because its a percentile system and the performance of others decide the marks so no one is sure to get placed because who knows how others have done but in percentile terms you need to score above 80 percentile marks. The marks also depend on your 10th ,12th and grad. Score because it has some weightage.
