The eligibility for UPSC exams is graduation from a recognized university and the candidates age should lie between 21-30yrs. There are two stages in UPSC exams that you need to clear- Preliminary exam and main exam. For your preparation i would suggest you to join a good coaching institute. Speaking fluently in the English Language, is a long term process. I have been an English Language Trainer, for over 15 years. There are no short cuts. One proven method, is to identify a person, who speaks the English Language fluently, and ask him to help you. Make it a point, to interact with this person daily.
