Even though you have completed 16 years education, it would totally depend on the university as you have not pursued class 12th which is a requirement for admission. It is best recommended that you mail the admissions department of your desired university directly inquiring the same with them.

Yes you do have a scope of studying a bachelors degree in USA. You would need to take 2 exams for the same i.e. SAT and TOEFL. The higher you score, the better universities you can apply to.
