Let me answer your last query first, as the fee structure of a programme varies from Institute to Institute so it would be difficult to give you any concrete information. However, these courses are generally pretty costly and have fee structure as high as one lakh. Few of the good Institutes in UP which you may consider are:

Pharmacy and Ayurveda are two separate forms to study medicine in and opting for either of the two will entirely depend on your area of interest.

You definitely can go ahead and get into Culinary arts Institutes, however, if you are planning to get into a Masters level programme you need to have a background either a bachelor's degree in the same or a Hotel Management degree.
There are several Institutes providing Diploma courses in culinary arts which you can check with: AE & C.S. Maruti College of Hotel Management, Army Institute of Hotel Management and Catering Technology, Garden City College of Science and Management Studies, INDUS, Presidency College of Hotel Management. You can even try with IHM & FCI or check with popular Hotels like Taj, Welcomegroup, Oberoi etc. they do provide such short term trainings
