There aren't many institutes offering B.Sc through correspondence also it is not advised to pursue education through the correspondence mode as this offers less quality and career prospects are limited.
You may still refer to the following link to know about the institutes where you can look for the similar course through correspondence mode:

yes it is quite possible for you to pursue BCA through correspondence but only very few institutes are providing it and also after completing your BCA you will not be able to pursue MCA through regular so i would suggest you to drop the idea of BCA and rather choose a course which is somewhere related to your background such as LAW, Journalism or BBA.

Well you can do this provided the Universities are different and that you can prioritize and manage both the courses well.
There are many Open Universities in India, which are offering Masters in Hindi and to know about these Universities, you may refer to the following link:

there are 2 reasons as to why you are not eligible to apply:
1) First and the biggest reason, you have a 3 year degree whereas the requirement for this university is a 4 year degree requirement.
2) Your IELTS score is not meeting the minimum requirement. The minimum IELTS score demanded by this university is 6.5 band score with a minimum score of 6 in each section.
I would suggest you to look for universities in UK and Australia.
Hope my answer has solved your query. If it has, kindly mark it as best answer.
