Yes you can certainly go ahead for the CA even at the age of 33 years as there is no maximum age limit to pursue this profession. For this you can go and apply with the ICAI the governing body of the Chartered Accountants in India.
There are about 3 levels in CA that need to be qualified to practice a profession and gain the license and this will incur about 3years as the total duration.

As you have already decided on your career field I would say your parents should support you in your decision rather than pushing you to get into any other stream or course. However, at the same time I would suggest you that if possible get admission in a college in some science stream and at the same time keep preparing for your IITs if you get through in the second chance you can always quit your college and go ahead for your Engineering programme, this will not only be satisfying for your parents but also will be a backup in case you are not able to clear Entrance.
