You can learn this while studying network engineering. The required skills to apply for the job of TCP/IP are: you need to be experienced. If you take FPGA used for implementing DSP applications, you need knowledge of DSP algorithms. But the challenge is more towards designing the hardware than writing algorithms for filters which is not tough as there is a lot of references already available. Most of the engineering jobs related to DSP do not actually require that much mathematics which is generally taught in the curriculum. There is more expectation of writing C/MATLAB synthesized codes. So yes, to an extent the challenges seem to be more in RF for communications or designing chips for it. However, if you pick up Machine learning and focus more on algorithms, then your spectrum as a DSP engineer will widen drastically.
