COEP is among the best institutes for planning engineering in India. Perhaps it is not so impressive in terms of treatments and exposure you will get from COEP is just fairly decent.

However B Tech qualification doesn't provide you any extra benefits in becoming an AME, you still need to pass through the modular exams and have work experience in order to get an AME license. Learning a skill does not require a compulsory background. The most interesting thing about learning how to code and software development is that anybody can do it despite their subjects. If you are willing to learn and determined then it will be easier to learn C+ and Software development.
You should start with a basic programming language i.e. C or Java before learning C+. It would help you get a basic idea of a programming language and build logics. Switching to another language would be quite easy if you have learnt a programming language. There would be just the difference of syntax and use of certain methods.

Any Diploma holder takes 10+ years to reach to the level of Assistant Engineer after joining as Junior Engineer on completion of Diploma in Engineering, whereas graduate engineers start career as Assistant Engineer. Therefore, for long term career growth, it will be better if you take lateral entry admission in B.Tech after Diploma in Engineering, if you do not have any personal conditions to go for job immediately.

You are not eligible for seeking admission in Mechanical Engineering after 10+2 in Humanities subject as eligibility criteria for seeking admission in engineering degree is 10+2 with PCM subjects.
